- Charles was educated in MA at Easthampton Seminary, commenced engineering under Capt. John Childs on the Connecticut River Railroad and was engaged in engineering on railroads in New England, Ohio, New York, Indiana, Illinois, Georgia, Mississippi and Tennessee. Charles removed to Washington, DC in 1861. Charles was elected surveyor of the city by the Republicans, comprising the first Negro vote ever cast in this country.
